White Dogwoods, Pink Dogwoods - is it a flower or a tree?

Remember the movie, "The American President" (1995) where Andrew Shepherd (Michael Douglas) begins courting Sydney Ellen Wade (Annette Bening) and there is a debate on dogwoods? They realize it's both the state flower AND tree. Anyway, he sends her a ham.
